Abstract
Governments across the world are developing strategies to use information and communications technologies (ICT) to improve the efficiency, effectiveness and quality of public services. Such a strategy that taps into the unlimited potential of online services is gaining popularity more recently and is widely referred to as an e-government strategy. This paper discusses the evolution of an e-government strategy in New Zealand. We present the development of an Information Systems Strategic Plan (ISSP) for one of New Zealand’s largest government organisations as a case study. We examine the extent to which the e-government strategy is influencing the development of the information systems strategy within the organisation. Findings from the case study analysis measures to what extent the alignment of the e-government strategy with the organisation’s goals has been achieved within the ISSP process. We describe the challenges that face the organisation and propose a framework for improving an organisation’s alignment with e-government strategy. Finally, we conclude with the possible impact and influence of the e-government strategy on the information technology vision within the organisation.
